Texas Capacity Building and Resiliency Initiative

Advancing resiliency and capacity building in community-driven organizations.

The goal of this pilot grant initiative is to advance resiliency and capacity building among community-driven organizations by investing in their priorities. These priorities must align with the foundation’s mission to advance mental health in everyday life and at least one of the four strategic focus areas: Community; Partnerships; Policy; and Research, Innovation, and Education (RIE).

About the Initiative

This pilot grant initiative, Texas Capacity Building and Resiliency Initiative, will fund organizations with a total operating budget of $250,000 or less. Each grantee partner will receive a two-year grant, with award amounts ranging from $15,000 to $75,000 per year (up to 30% of the total operating budget) divided equally across the grant term. The goal of this initiative is to advance resiliency and capacity building among community-driven organizations by investing in their priorities. Each selected organization will have access to additional capacity building support and tools. The foundation is awarding these grants based on their alignment with at least one of these four strategic focus areas: 

  • Community: Strengthening local leadership and organizations by centering community voices to identify gaps, co-create solutions, and implement and sustain projects that reflect community priorities. 
  • Partnerships: Fostering strategic partnerships that can amplify mental health impact among various communities across Texas. 
  • Research, Innovation, and Education (RIE): Expanding knowledge, tools, and practices that study, improve, and provide education on mental health systems and services in Texas. 
  • Policy: Engaging in activities that empower individuals and community organizations to have a voice in developing policies and systems that impact mental health, resilience, and well-being.

Who Can Apply

Eligible organizations include:

  • 501(c)(3) nonprofits, community-based organizations, or collaboratives, including mental health organizations and faith-based/religious entities.
    • NOTE: Applicants without 501(c)(3) status may apply under a fiscal sponsor if they meet all other eligibility criteria. To learn more about applying under a fiscal sponsor, visit the Frequently Asked Questions page.
  • Applicants must be Texas-based or have offices, chapters, or affiliates in Texas.
    • NOTE: Applicants based outside of Texas may apply if the project for which they are seeking funding is in Texas.
  • Applicants with a total annual operational budget of less than $250,000.

What we will NOT fund:

  • Projects or proposals that include traditional clinical services (e.g., licensed clinician services, talk therapy) or professional medical direct services (e.g., hospital-based care).
    • NOTE: An organization is not excluded from applying solely for providing these services. This grant may be awarded to an organization if grant funds are not used to support clinical services. While we recognize the vital importance of clinical work, this funding is intended to support non-clinical capacity-building efforts.
  • Nonprofits with annual operating budgets greater than $250,000 (with the exception of fiscal sponsors).
  • Capital campaigns
  • Private foundation endowments
  • Individuals
  • Current Hogg Foundation grantee partners (Strengthening the Mental Health of Rural and Rural Border Communities, Collaborative Approaches to Well-Being in Rural Communities, and Reliable Flexible Funding grantee partners.)

Submit a Grant Proposal

You must submit your complete proposal through the Hogg Foundation’s grants management system, Fluxx. You will need to enter a federal tax ID number to get started. Important: The system will log you out after 30 minutes and not save your work. We recommend writing your answers in a separate document and copying and pasting them into Fluxx. See Key Dates table for deadlines.

What You Need for Your Proposal

The proposal must include:  

  • Summary/Highlights of Your Proposal Narrative 
    A brief summary of the proposal narrative (see Proposal Narrative below) and any additional information that you would like us to know. (1500-character limit).
  • Ranking of Your Strategic Focus Areas
    The foundation’s strategic focus areas are: Community; Partnerships; Policy; and Research, Innovation, and Education (RIE). Please rank the strategic focus areas in order of the most to least aligned based on your proposed activities. Please do not duplicate the rankings.
  • Proposal Narrative
    Answers to the questions below will serve as the proposal narrative. Although there is no character limit, we recommend 3,500-11,000 characters in total.
    • Please describe your organization’s origin story, and how your mission supports the mental health and well-being of your community.
    • Describe how the composition of your organization’s board of directors, executive leadership, and staff reflects the proposed communities of focus.
    • What city/county, zip codes, neighborhoods, etc. does your organization primarily serve?
    • How does your organization maintain meaningful connections and partnerships with the communities you serve? Please provide examples.
    • What challenges are limiting your organization’s impact and how do they affect your work?
    • What types of support would help address those challenges and strengthen your organization’s capacity? Be as specific as possible.
    • How would this support help your organization improve the mental health and well-being of individuals in your community? 

Budget  

You will be asked to include a budget for your proposal. This element of your application is on Google Sheets, and is also linked in the online grants management system, Fluxx.

You must complete, save, and upload the budget document in the Application Documents section in Fluxx. Instructions for completing this document are included in the first tab of the budget template provided in Fluxx. 

Rating Guide

Proposals (including the proposed budget) will be reviewed and scored based on the following criteria:

Strategic Alignment: Proposal clearly aligns with one or more of the foundation’s four strategic focus areas: Research, Innovation, & Education (RIE), Community, Partnerships, & Policy.  5 
Mental Health and Well-being: Proposal shows that the organization’s work aligns with the Hogg Foundation’s mission to support Texas communities’ capacity to advance mental health in everyday life. Projects may include community-based mental health efforts, but not direct provider or clinical services (e.g., hospital-based care, licensed clinician services, talk therapy).  5 
Community Engagement: Proposal shows that the organization maintains meaningful connections and partnerships with the community that it serves.  15 
Capacity Need: Proposal shows that the organization clearly identifies its areas for growth and describes how this grant will enhance its ability to fulfill its mission and serve its community.  15 
Impact: Proposal predicts measurable outcomes that will improve community mental health and well-being. 15 
Budget: Proposed budget shows that expenses are justified.   5

Fiscal Documents

You will be asked to provide fiscal documents with your proposal. These elements of your application will be provided by your organization’s fiscal office. 

You must upload these fiscal documents into the Fiscal Documents section in Fluxx. Submit the following fiscal documents to help the Hogg Foundation assess your organization’s financial stability:  

  • IRS letter of determination of 501(c)(3) status or tax-exempt status
  • Most recent IRS Form 990 or Form 990-N (e-Postcard)
  • Current operating budget
  • Statement of activities (income statements) from the past year
  • Statement of financial position (balance sheets) from the past year 

Reporting Requirements

Reporting requirements and due dates for awardees will be clearly stated in a Statement of Agreement between the grantee partner and the foundation. The grantee partner will provide reports at the end of the first and second year describing the implementation of the grant each year. 

Definitions

Capacity Building: As defined by the National Council of Nonprofits, “Capacity building is whatever is needed to bring a nonprofit to the next level of operational, programmatic, financial, or organizational maturity, so it may more effectively and efficiently advance its mission into the future.” 

Community: A geographic area where people can work together to build resilience and improve mental health. Includes areas where people live, learn, work, pray, and play.

Community Mental Health: Community mental health usually refers to a system of supports, services, and resources delivered within a person’s own community to help individuals maintain well‑being, manage mental health conditions, and live fulfilling, self‑directed lives. 

Fiscal Sponsor: A 501(c)(3) organization that manages a grant’s financial and administrative responsibilities on behalf of a community collaborative or another organization. 

Fluxx Grants Management System: Online platform that manages grant applications and processes.  

Mental Health and Well-Being: Mental health, as defined by the World Health Organization, is “a state of well-being in which the individual realizes his or her abilities, can cope with the normal stresses of life, can work productively and fruitfully, and can make a contribution to his or her community.”  

Origin Story: An explanation of how and why an organization was founded. An origin story typically includes the circumstances, motivations, values, and key events that led to the organization’s creation, as well as its mission or the problem it aims to address. 

Resilience: Resilience is the ability to adapt well in the face of adversity, trauma, tragedy, threats, or significant sources of stress such as family and relationship problems, serious health problems, or workplace and financial challenges. It means “bouncing back” from difficult experiences. Community resilience can relate to how communities respond to crises, natural disasters, significant economic shifts, etc.

What do you mean by “pilot grant initiative?"

A “pilot grant initiative” is a new funding initiative that will be evaluated by the Hogg Foundation after its launch. Certain aspects of the initiative’s design and structure may change in the future  based on this evaluation of feedback and outcomes.

Does the grant have to fund a new project, or can it support our current work?

Either is acceptable. Applicants may request funding to strengthen existing work or to develop new projects that align with both the goal of this initiative and the strategic areas of the Hogg Foundation. 

What are the eligibility criteria when applying with a fiscal sponsor?

The eligibility criteria is based on the lead applicant, not the fiscal sponsor. If the lead applicant’s operating budget meets the eligibility requirements, the proposed activities will take place in Texas, and the work advances mental health and well-being as outlined in the RFP, then the project may apply under the fiscal sponsorship of the fiscal sponsor. 

Am I required to attend the webinar? If I can’t attend, where can I access a recording of the webinar?

Attending the webinar is optional. The webinar will be recorded and a link to the recording will be posted on this webpage. Any additional questions that come up during the webinar that are not already addressed in the FAQ section will be added to this webpage one day after the webinar

If our organization received a past Hogg Foundation grant, are we eligible?

Recipients of past Hogg Foundation grants may apply if they meet all eligibility requirements for this pilot grant initiative. However, organizations that are currently receiving funding under the following programs are not eligible for this pilot grant initiative:  

My organization provides traditional and nontraditional clinical services. Can I still apply?

This grant may be awarded to organizations who provide traditional and nontraditional clinical services but may not fund those specific services. The funding from this grant initiative must only fund capacity building efforts. Clinical services include, but are not limited to, compensation for clinical staff or the direct provision of clinical services to individuals or groups.  

Do I need to pick one strategic focus area for my proposal?

No, but you will be asked to rank the strategic focus areas in the order of “most aligned” to “least aligned” based on your proposed activities. 

What is the difference between the total operational budget and program budget?

The total operational budget includes all of the planned revenues and expenses for the entire organization over a given year. If you are applying as a department or program within a larger organization, you must use the full organizational operating budget when determining eligibility. If that total organizational budget exceeds $250,0000, then the department or program would not be eligible. However, if you are part of a network with separate chapters or sites that operate independently and maintain their own total operating budgets, and it is under $250,000, then that chapter or site would be eligible to apply. 

Where do I submit my project and total operational budget?

The total operating budget will be submitted under “fiscal documents” in Fluxx as the project budget will be submitted under “budget.” There is a Google Sheets template where you can insert your project budget for this specific grant initiative.

What is a fiscal sponsorship? Where can I learn more about fiscal sponsorships?

A fiscal sponsorship is where a nonprofit provides legal and financial oversight for a charitable activity or project that doesn’t have its own tax-exempt status. If you do not have a 501(c)(3) status, you must apply under a fiscal sponsor. Learn more about fiscal sponsorships from Texas Grants Resource Center. 

What can we ask funding for?

The foundation recognizes the need for flexibility in funding and strategic collaboration, so we are open to a variety of community-driven solutions to address capacity building. We find that the organization itself is best suited to understand which solutions may be most effective.

When you mentioned the 10% on the budget for overhead, what exactly does that cover?

For the 10% overhead, you may ask funding for expenses related to the cost of operations, including administrative costs, operation costs, rent/utilities, telephone/internet, office supplies, marketing/communications, and fundraising. Unlike the other expense lines in the budget sheet that require a brief justification, overhead is pre-calculated and already incorporated into the total budget. We trust that the funds will be used to further the mission of the organization.  

Is there a preference in the total operating budget format?

No. You can upload it in any file format. 

Is there a minimum total operational budget size?

There is no minimum operating budget for this opportunity. 

Does my operating budget affect how much I can request for my project?

Organizations can only request 30% of your total operating budget size. However, if your organization is considered small and has an operating budget of $50,000 or less, you are still eligible to apply. When completing your application, please request an amount of $15,000.
